The Edo State Public Procurement Agency is responsible for regulating all public procurements in the State including its Local Government Councils in line with Section 20 of the Edo State Public Procurement Law 2020.

The Edo State Public Procurement Agency (ESPPA) is responsible for formulating and implementing policies, regulations, and guidelines governing public procurement activities within the state. These policies are designed to ensure transparency, accountability, and efficiency in the procurement process while promoting competition and value for money.
ESPPA conducts capacity building programs, workshops, and training sessions to enhance the skills and knowledge of procurement practitioners, government officials, suppliers, contractors, and other stakeholders involved in the procurement process. These initiatives aim to improve understanding of procurement laws, regulations, and best practices, ultimately contributing to more effective procurement outcomes.
ESPPA monitors and evaluates procurement activities to ensure compliance with applicable laws, regulations, and standards. This includes conducting audits, inspections, and reviews of procurement processes and documentation to identify irregularities, inefficiencies, and opportunities for improvement. By monitoring procurement performance, ESPPA can identify areas for intervention and provide guidance to procuring entities to enhance their procurement practices.
ESPPA is responsible for the registration, classification, and prequalification of suppliers, contractors, and consultants seeking to participate in public procurement processes in Edo State. The Policy and Regulations department is responsible for formulating, reviewing, and implementing procurement policies, regulations, and guidelines in accordance with international best practices and statutory provisions. This department conducts research, analysis, and consultations to develop robust frameworks that govern public procurement activities in Edo State. Additionally, it provides advisory services to procuring entities and stakeholders on compliance with procurement laws and regulations.
The Procurement Monitoring and Compliance department oversees the monitoring, evaluation, and enforcement of procurement processes to ensure compliance with established policies, regulations, and standards. This department conducts audits, inspections, and investigations to detect and prevent irregularities, fraud, and corruption in procurement activities. It also provides capacity building and technical assistance to strengthen the capacity of procuring entities to comply with procurement requirements.
The Capacity Building and Training department designs and delivers training programs, workshops, and seminars to enhance the skills, knowledge, and competencies of procurement practitioners, public officials, and stakeholders. These capacity building initiatives cover a wide range of topics, including procurement laws and regulations, contract management, ethics and integrity, risk management, and sustainable procurement practices. The department also provides certification programs and professional development opportunities for procurement professionals.
The Supplier and Contractor Registration department is responsible for registering, classifying, and prequalifying suppliers, contractors, consultants, and service providers seeking to participate in public procurement processes. This department verifies the qualifications, credentials, and eligibility of prospective vendors to ensure compliance with procurement requirements. It also maintains a database of registered suppliers and contractors for use by procuring entities in sourcing goods, works, and services.
The Legal and Dispute Resolution department provides legal advice, interpretation, and guidance on procurement laws, regulations, and contractual issues. This department reviews procurement documents, contracts, and agreements to ensure legal compliance and mitigate risks. It also facilitates the resolution of disputes, grievances, and claims arising from procurement processes through mediation, arbitration, or litigation, as appropriate.
The Information and Communication Technology (ICT) department manages and maintains the agency’s ICT infrastructure, systems, and platforms to support efficient and effective procurement operations. This department develops and implements ICT solutions, software applications, and digital platforms to streamline procurement processes, enhance transparency, and facilitate online procurement transactions. It also provides technical support and training to users on ICT tools and platforms.
The Research and Development department conducts research, analysis, and studies on emerging trends, best practices, and innovations in public procurement. This department evaluates the effectiveness of procurement policies, processes, and systems to identify areas for improvement and optimization. It also collaborates with academic institutions, research organizations, and international partners to generate knowledge and insights that inform policy development and decision-making in public procurement.
The Public Relations and Stakeholder Engagement department manages communication, outreach, and engagement activities to foster positive relationships with stakeholders, including government agencies, civil society organizations, the private sector, and the general public. This department disseminates information, updates, and announcements about procurement activities, initiatives, and achievements through various channels, including the agency’s website, social media platforms, press releases, and public events. It also solicits feedback, suggestions, and inputs from stakeholders to enhance transparency, accountability, and stakeholder participation in public procurement processes.
